Parliament passes the SHANTI Bill to modify India’s legal framework for nuclear energy

What Happened?

During the Winter Session in December 2025, Parliament passed the SHANTI Bill. The new framework enables the central government to issue licences to eligible Indian private companies or joint ventures for nuclear power generation and nuclear-fuel handling. It also changes the structure of operator liability and gives statutory recognition to the Atomic Energy Regulatory Board.
